# Capitol Ledger congressional disclosure API Updated: 2026-10-23 ## Access and pricing Invited 14-day pilot; approval required. Request access at https://capitol-ledger.com/agents#pilot or POST email, use_case, and data_needs as JSON to https://capitol-ledger.com/api/agents/pilot-requests. An application does not grant access or subscribe anyone to the newsletter. No payment details, automatic charge, or automatic paid conversion. Paid prices have not been announced. Approved accounts receive 1000 authenticated requests per UTC day. Quota is shared across their keys. ## Public resources - OpenAPI: https://capitol-ledger.com/api/agents/openapi.json - Fictional sample (not a real filing or live data): https://capitol-ledger.com/api/agents/sample - Discovery metadata: https://capitol-ledger.com/api/agents/discovery - Methodology: https://capitol-ledger.com/methodology - Source: https://disclosures-clerk.house.gov/FinancialDisclosure ## Authenticate and query Use Authorization: Bearer YOUR_API_KEY, never a query parameter. GET https://capitol-ledger.com/api/v1/disclosures?ticker=NVDA&limit=10 Optional parameters: ticker; side (purchase, sale, exchange); available_after and as_of (timezone-aware timestamps); limit (1–100); offset (0–100000). Default window is 30 days. Reuse returned as_of and available_after while paging with meta.next_offset. Queries require both filing availability and collection time to precede as_of. Historical queries reflect current parsed records, not a complete versioned archive of historical parsing or source amendments. GET https://capitol-ledger.com/api/v1/portfolio GET https://capitol-ledger.com/api/v1/changes Optional parameters: report_id and timezone-aware as_of. Default is the latest completed saved report of any cadence; inspect period_start and period_end and reuse report_id for the same period. Returns 404 when none is available. These are synthetic disclosure-ledger snapshots using midpoint estimates, not actual member holdings or the executable strategy portfolio. Dates, calculation version, source fingerprint, and coverage warnings are returned with reports. GET https://capitol-ledger.com/api/v1/account Shows daily usage, limit, expiry, and first/last authenticated request times. POST https://capitol-ledger.com/api/v1/keys/rotate Requires the existing Bearer key, revokes it, and returns a new key once. 401 means invalid/revoked key; 403 means inactive/expired access; 422 means invalid parameters; 429 means daily quota exhausted (see Retry-After). Counts include account checks and failed authenticated lookups. Reset is UTC midnight. ## Local MCP adapter Download https://capitol-ledger.com/agents/mcp.zip, unpack and inspect its source, then install it with `pip install /path/to/unpacked-adapter`. Requires Python 3.12 or later. Configure an MCP client with command `capitol-ledger-mcp` and environment: CAPITOL_LEDGER_API_URL=https://capitol-ledger.com CAPITOL_LEDGER_API_KEY=YOUR_API_KEY Tools: search_disclosures, get_portfolio, get_portfolio_changes. Transport: local stdio. Remote hosted MCP and public registry listing are unavailable. The client runs the model; this service provides research data with no order execution. ## Coverage and limitations House disclosures only; Senate excluded. Filings describe delayed transactions. Amounts are disclosed ranges, not exact values. Collection completeness is not guaranteed; preserve coverage warnings and cite the returned official source URLs. Internal research access only; contact hello@capitol-ledger.com about redistribution.
